DS as president, one page, 10.25 x 14, November 16, 1938. FDR appoints American Ambassador of Peru, Laurence A. Steinhardt, “a Delegate of the United States of America to the Eighth International Congress of American States, to be held at Lima, Peru,” signed at the conclusion by President Roosevelt and counter-signed by Secretary of State Cordell Hull. In very good condition, with rippling along the top edge, a uniform block of toning over the text, framed by a border of lighter toning from previous display, scattered mild to moderate soiling, and charring to the top edge. White seal is crisp and intact. The Conferences of American States, better known as the Pan-American Conferences, whose primary goal is to maintain peace and security, support economic and cultural development, eradicate extreme poverty, and open trade options. The following year, President Roosevelt would appoint Steinhardt as Ambassador to the Soviet Union; in September of 1939, in lieu of the war and Nazi invasion of Poland, the ambassador proved instrumental in facilitating a means of escape for Eastern European Jews.
